A long time ago, Western music settled on the 8 note scale, and uses half notes as the fundamental basis for all musics. Some cultures employ quarter notes in their scales, but they sound strange to western ears. At Times, on guitar we apply quarter note bends to impart emphasis and phrasing, particularly in blues, but scales can not be built out of them.
