Under current state regulations, if you catch a fish in Wisconsin but release it, it still counts against your daily bag limit.
But the operators of bass tournaments have long asked for an exemption to this rule, which would allow them to engage in the practice of “culling” – keeping the fish alive in “live wells” on boats and releasing smaller ones as bigger ones are caught.
Supporters say allowing culling in Wisconsin would attract more of the tournaments to the state.
A new bill in the state Legislature sponsored by State Rep. Joel Kleefisch (R-Oconomowoc) would permit culling in bass tournaments only and require the DNR to regulate it.
Assembly Democrats recently delayed the bill by objecting to voting on an accelerated timetable. Republicans can seek a vote again when the Assembly re-convenes in May.
“The purpose of the rule,” says the Wisconsin Department of Natural Resources, “is to prevent waste of fish due to the increased chance of a previously held fish dying after being released.”
