An Oshkosh-area state representative has pleaded no contest to a municipal citation alleging he visited an Appleton massage parlor offering prostitution services to customers.
Gordon Hintz, a Democrat, paid a $2,032.50 fine earlier this week. In an interview with the Oshkosh Northwestern, “This was a bad decision in my personal life that was out of character for me. I deeply apologize and regret the disappointment my actions caused my community, family and friends. I take full responsibility for all of my actions and accept the consequences for these actions.”

Technically speaking, Appleton police didn’t accuse Hintz of committing a crime, only violating a municipal citation forbidding the exchange of money “for touching or offering to touch the sexual parts of another.”
Hintz was ticketed as part of an investigation into the Heavenly Touch Massage Parlor in Appleton. Hintz told the newspaper he made an appointment there in late January while training for the Oshkosh Half Marathon, which is scheduled for April 16, after he was unable to get in at a couple other massage parlors.
“After being there a while I realized that I shouldn’t have been there,” he told the newspaper. “I could have said no and should have left.”
Hintz admits to returning to Heavenly Touch in early February, when police stopped and questioned him. He was later issued a citation.
Last month, Hintz apologized publicly for both the massage parlor incident and an outburst directed at State Rep. Michelle Litjens (R-Winneconne) on the floor of the Assembly after a vote to end debate on Gov. Scott Walker’s budget repair bill.
The outburst first became a topic of media coverage after callers reported it to Milwaukee conservative radio host Charlie Sykes. Hintz reportedly told Litjens, “You are f—king dead!” (The representative never confirmed to the Oshkosh Northwestern what his exact words were.)
Hintz told the newspaper, “I believe my response was shock. The only way they were going to pass this bill was by ignoring and shredding rules of the Assembly. I apologized when I learned my comments may have been taken personally by someone.”
